An ambitious public private partnership (PPP) project aimed at solving heavy flooding in Laguna and parts of Metro Manila would be left to the country’s next president after its auction failed last month, Public Works and Highways Secretary Rogelio Singson had admitted.
The fate of the P123-billion Laguna Lakeshore Expressway Dike was expected, given that several unresolved issues remained, coupled with the looming change in the country’s leadership this coming June.
All three prequalified groups did not submit offers last March 28, prompting the Department of Public Works and Highways (DPWH) to terminate the bidding process.
“It will still take some time to assess the next steps, which will probably be already passed on to the next administration,” Singson said in a text message yesterday.
Ariel Angeles, DPWH head of PPP Service, said Thursday that the DWPH special bids and awards committee has yet to meet to discuss the matter. He said a rebidding process was among the options to be considered.
The PPP project, which has a 37-year concession period, was an innovative solution to flooding and was combined with infrastructure and real estate components to make it attractive to private investors. This also made it one of the most complex and expensive PPPs ever rolled out under the Aquino administration’s flagship infrastructure program.
It combined a 47-kilometer tollroad from Taguig in Metro Manila to Los Baños, Laguna, running on top of a flood control dike, which would have been the longest in the world. Its main business sweetener was a 700-hectare land reclamation project on Laguna Lake that could be developed into mixed-use communities.
The PPP deal was expected to “benefit up to 200,000 households” and protect about a million residents from flooding, PPP Center executive director Andre Palacios said earlier.
The project ultimately sank due to a combination of its “high-risk” and complexity, its lack of viability, missing guarantees on connectivity to major roads and uncertainties relating to the outcome of the upcoming elections.
The three groups that qualified and collectively did not submit bid offers were Team Trident, comprised of Ayala Land Inc., SM Prime Holdings Inc., Aboitiz Equity Ventures Inc. and Megaworld Corp; San Miguel Corp., and Alloy Pavi Hanshin LLEDP Consortium, comprised of Malaysia’s MTD Group, South Korea’s Hanshin and the family of former Sen. Manuel Villar Jr.
The Laguna Lakeshore Expressway Dike deal, like other PPP projects under procurement, is not covered by the election ban.
So far, 12 PPP deals valued at more than P200 billion have been awarded and four are set to be finished before President Aquino steps down in the middle of this year.

I’m looking for a word that conveys something is “not understandable”. For instance:

“Not understandable” sounds strange and like a double negative. I’m looking for a single word to take the place.
Some results suggest “bizarre” and “alien”, but that’s not what I’m going for. The speaker knows what it is, but can’t understand it.
Yep, incomprehensible is the best word, it means ‘not understandable’ but is more concise and less awkward.
‘Unintelligible’ means ‘impossible to understand’.
The most apt word I suggest is incomprehensible.

MANILA – It started with a simple message.
On an online website, former actress Jewel Mische read the testimony of a Michigan-born American named Alister Kurzer about the beauty of keeping one’s virginity until marriage.
“I only signed up [for the website] just because I was curious,” admitted Mische in an interview on “Tonight with Boy Abunda” on Thursday. “And then I saw his testimony. It moved me, I messaged him, and that started everything.”
For Mische, she could not have asked for a better husband. She said that Kurzer, who had no idea she was a celebrity, is her dream man and more.
Mische praised the American for being brave enough to admit that he was a virgin and that she fell in love with him because of his stern faith in God.
“He was very bold in saying, ‘I want to stay pure for my future wife. And if you don’t appreciate that then you’re not my future wife.’ …I could just feel the conviction in every word that he said,” Mische said.
Asked about how he managed to keep his “purity” before marriage, Kurzer said that one only needs to stay true to the boundaries and guidelines one has set for his or her own life.
“As a guy, you really want to set a path you want to walk on and not step off to the left or to the right. And I really thought about my future wife and I really wanted to make her happy,” he said.
Mische and Kurzer married back in March of last year. The couple, who has been living in Michigan, recently took a vacation in Palawan. Mische said one of their main hobbies is travelling.
Prodded about their first anniversary celebration, Kurzer said: “During our special moments, we’d like to spend it in the intimacy of our home.”
Thirteen years ago, a tiny tabby kitten arrived at Mid Hudson Animal Aid, a no-kill shelter in Beacon, New York. Shelter workers named the feral kitten Archie, and Archie grew up at the shelter, befriending the other cats, socializing litters of kittens and watching his feline friends leave again and again as they found their forever homes.
Archie was a staple at the rescue. It wasn’t until December, when the shelter shared a photo of him on its Instagram account, that volunteer Jennifer Blakeslee learned Archie had spent his life at the shelter.
“I had no idea,” she said. “See, he’s very feral. He does fine with other cats, but is terrified of people, which vastly reduces the likelihood of his getting adopted.”
Blakeslee had recently adopted one of Archie’s closest furry friends, a deaf, toothless, half-blind Siamese named Eddie, and Eddie’s departure had left Archie lonely and depressed. So Blakeslee, determined to find Archie a home of his own, helped Eddie write a letter to Santa. “I posted a photo of [Archie] and Eddie cuddling at the shelter to
Instagram with a “Dear Santa” letter, and it went viral,” she said.
“Dear Santa,
” the letter reads. “I’d like you to meet Archie. He was
my best friend when i was at the shelter that saved my life …He’s been
at the shelter for THIRTEEN YEARS, ever since he was a kitten. That’s a
human’s entire time in school, plus kindergarten. He’s very shy, but
he’s also very sweet and gets along with other cats. And he really,
really, really, really wants to find his forever home.
And that’s what I
want for Christmas, Santa.”
The power of social media
The photo of Archie and Eddie was shared hundreds of times on Instagram, and seen by people across the nation, including Chicago resident Jennifer Baird. “I understood that Archie socialized the majority of kitties at the shelter but was never chosen for a home. It broke my heart,” she said. “I saw that he was in New York and waited a day or so for someone to speak up as I live in Chicago.”
After a couple days of seeing people post again and again that they wished they could do something but couldn’t, Baird stepped in. “That’s when I responded to Jennifer and said I’ll take him. I’m in Chicago. I need help in getting him here to me.”
Baird has rescued numerous cats, often taking in abandoned ones she found on the street, and Archie was going to be her 14th rescue. The fact that he was feral didn’t faze her. “I have had feral cats and have a great understanding of their needs and embrace that,” she said.
It took several weeks for the shelter to coordinate travel, but soon a plan was in place. Archie would take a road trip to Chicago, as this would be better for the skittish senior cat. A couple of people volunteered to make the drive, and Archie passed his pre-transport vet check with no problem. The only hurdle left was the transport costs.
Blakeslee set up a YouCaring campaign with a goal of raising $750, and she shared it on Instagram with the hashtag #OperationBringArchieHome. “It got shared like mad, and we met our goal in less than an hour,” she said. “In fact, people kept donating, and as a result, we’ll be able to donate $250 to the shelter.”
With the money raised, Archie left New York on April 3 and slept for most of the two-day drive to his new forever home.
“During the weekend of the transport, I posted updates and photos throughout the day, and we had fans and followers all around the world rooting for this one little old tomcat,” Blakeslee said. “It was glorious.”
Home at last
Archie has been home for a few days now, and Baird says he’s making good progress in adjusting to her and her other rescue cats. “I see that he wants to be friends with his new sisters and brother so badly, and I know this will happen over time. Everyone is getting adjusted, and right now we have time on our side,” she said.
Archie is no longer hiding very much, and he enjoys spending time in his new cat bed. He’s even come within a few inches of Baird while eating his treats.
“Archie is like my other feral,” she said. “They want their love and affection to come from their siblings — not humans. He has to develop trust, and I want him to know that this relationship is about his safety and creature comforts — not about me having an affectionate kitty.”
Baird says she’s still shocked by the outpouring of support she’s received on social media, but she’s grateful for all the kindness being sent her way. “My biggest thank you is to Jennifer. She stood up and told Archie’s story. She’s the hero. Without her, Archie’s life may as well have ended in the shelter where it began.”
Blakeslee hopes that Archie’s story will inspire other people to adopt shelter cats, especially those that are often overlooked. “The message here is that every cat deserves a chance — the senior cats and the special-needs cats,” she said. “The effort involved in caring for them becomes completely worth it when they start to trust you and start treating your home like it’s their home.”
As for Archie, he won’t need anyone to write a letter to Santa on his behalf this year. He’ll be spending the holidays at home with his family.

MANILA, Philippines – The vice presidential debate organized by the Commission on Elections will take place this Sunday, April 10. What can we expect from the candidates vying for the second highest post in the land?
If survey results are any indication, the aspirant from Ilocos Norte is proving to be the most divisive candidate in the vice presidential race.
In the Bilang Pilipino – Social Weather Stations (SWS) Mobile Survey on voter preferences released on March 31, Marcos placed second among respondents with 26 percent, just behind frontrunner Sen. Francis Escudero who got 31 percent.
Worth noting, however, is that Marcos is also the candidate least liked to win by respondents, with 22 percent against him winning the second highest post in government.
In social media alone, posts about him are instant subjects for heated arguments between his supporters and those against his political ambitions, conjuring a meme-war of massive proportions.
Among the many issues hurled against him by his critics, two stand out: his denial of his father’s wrongdoings during the martial law period and his having benefited from the billions of pesos allegedly stolen by his family from the country’s coffers during his father’s two-decade rule.
During the vice presidential forum that GoNegosyo hosted a month ago, Marcos came under attack from Camarines Sur Rep. Leni Robredo for the extra-judicial killings and other forms of injustices during the martial law regime.
The Presidential Commission on Good Government (PCGG), meanwhile, has also doubled down on showcasing the seized assets of the Marcos family, among them the multi-billion jewelry collections of former first lady Imelda Marcos. PCGG went as far as launching a virtual exhibit of the collections, in an effort to remind people about the excesses committed during the dictator’s rule.
In response, Bongbong said that it is unlikely that martial law will again be imposed in the country, as the current status quo is different from before. He added that they will follow the courts’ decision on issues involving his family.
While it can be expected that the senator will assume a defensive stance in the debate, he is also under pressure to lay down his platform amid a flurry of attacks that have the potential to dilute his message.
Since the start of the pre-election preference surveys, Sen. Escudero has generally maintained his grip on the top spot along with his partner Sen. Grace Poe who is running for the presidency.
Escudero received a 31 percent rating in the March 31 Bilang Pilipino-SWS Mobile Survey and 25 percent (tied with Marcos) in the March 20 survey by Pulse Asia.
The vice presidential aspirant has never been the subject of a recent political scandal and he is currently safe from black propaganda. This gives his opponents more reason to launch a curveball or upstage him in the debate.
Escudero’s performance in the debate is bound to send either of two messages: If he fares poorly, it can be perceived that he has been rendered complacent by his high ratings. If he comes out strong, it will show how protective he is of his lead from the other candidates.
Critics are saying that Robredo is peaking at the right time in the surveys — starting at 1 percent last year to inching within striking distance of Escudero and Marcos.
Based on the GoNegosyo vice presidential forum alone, Robredo is a candidate who does not pull punches — she is not afraid to rebut Escudero and Marcos, at the same time amplifying her message that she is different from all the other candidates for vice president.
Robredo, however, is in a tricky situation. While President Benigno Aquino III is stepping down from office with nearly the same amount of popularity he had coming in, personalities and groups critical of his administration have been more vocal than ever in criticizing the government and the ruling Liberal Party. Naysayers have pointed out the administration’s perceived ineptitude in handling various issues — from the government’s response after Typhoon “Yolanda” (international name: Haiyan) to the farmers’ bloody rally in Kidapawan which was attributed to the government’s lack of support for the drought-stricken farmers.
Robredo may be put in a position that will force her to defend the government, or she may do it her way and criticize her own party for its shortcomings.
Defending the current administration has been one of the salient features of the Mar Roxas campaign, but so far it has not yet delivered in terms of catapulting the presidential candidate to the top spot in the surveys. Robredo may go on defending the government on the assumption that people are more willing to give her the benefit of the doubt given her relatively clean image. She may also take a cue from the president’s enduring popularity, which means despite everything, people still trust the narrative of “Daang Matuwid.”
However, criticizing the ruling party and specific people who have been the subject of public scorn will send a message to her detractors that she has not been “tainted” by the Liberal Party and she stands for what is right, regardless if it entails calling out people who are members of the current administration.
So far, Sens. Alan Peter Cayetano, Antonio Trillanes IV, and Gregorio Honasan have yet to lead in recent poll preference surveys — the three of them occupy the lower half of rankings of vice presidential candidates. The debate is a huge opportunity for the three to come out swinging and sway voters to their favor, and the they are under enormous pressure to excel given that it takes a lot more effort for them to win the race at this point.
Apart from making his own brand stand out, Cayetano is hard-pressed to match the popularity of his partner, presidential candidate Rodrigo Duterte.
